京都を中心に活動しているフリーランス・フォトグラファーで、京都フォト通信の責任編集者。日本写真学会、日本写真家協会（JPS）会員。普段はデジタルカメラを使っていますが、ローライフレックスやデアドルフ8x10など、中判、大判のフィルムカメラで作品作りをしています。アイリッシュ＆アメリカンルーツ音楽が好きです。

Tsutomu Otsuka is the photographer and the editor in chief for the Kyoto Photo Press. Usually he uses digital cameras, however he loves medium and large format film cameras as Rolleiflex, Deardorff View 8x10, etc. Also he loves American and Irish roots music.
